Join us as we explore how shifting geopolitical trends are poised to redefine the governance of our oceans. This event will spotlight the areas of highest conflict, with a particular focus on the Arctic Circle and the seas surrounding China. Our guest speakers will provide a comprehensive analysis of the evolving legal frameworks, geopolitical dynamics, and security challenges associated with maritime activities in these critical regions.

From the implications of melting ice in the Arctic to the complex geopolitical landscape in the South China Sea, this session promises to unravel the intricacies that will shape the future of maritime governance.

James Kraska

Chair, Stockton Center for International Law, Charles H. Stockton Professor of International Maritime Law, U.S. Naval War College

James Kraska is Charles H. Stockton Professor of International Maritime Law and Chair of the Stockton Center for International Law at the U.S. Naval War College and Visiting Professor of Law and John Harvey Gregory Lecturer on World Organization at Harvard Law School. Since 2017, he has taught more than 600 students in his International Law of the Sea course at Harvard Law School. 

His articles have appeared in Stanford Journal of International Law, Yale Journal of International Law, Virginia Journal of International Law, Columbia Journal of Transnational Law, Georgetown Journal of International Law, Harvard National Security Journal, Duke Environmental Law and Policy Forum, Ecology Law Quarterly at UC Berkeley School of Law, and Vanderbilt Journal of Transnational Law. He is also widely published in peer reviewed law and policy journals, including Marine Policy, International Journal of Marine & Coastal Law, Ocean & Coastal Management, Ocean Development & International Law, and the American Journal of International Law. A Permanent Member of the Council on Foreign Relations, he has also written about the intersection of international law and foreign affairs in journals such as Foreign Policy, Comparative Strategy, Current History, World Policy Journal and Survival.

His most recent books are Peaceful Management of Maritime Disputes (contributing editor with Hee Cheol Yang, Routledge 2023), Disruptive Technology and the Law of Naval Warfare (with Raul Pedrozo, Oxford University Press 2022) and Emerging Technology and the Law of the Sea (with Young Kil Park, Cambridge University Press 2022). He led the production of The Newport Manual on the Law of Naval Warfare, volume 101 of International Law Studies (2023). This year he will publish Cultural Influences and the Law of the Sea (with Ryou Hayoun-Ellision, Oxford University Press, 2024).

Professor Kraska served more than 20 years as a U.S. Navy judge advocate, with extensive service in Japan and the Pentagon, including assignments as legal adviser and international law attorney for naval, joint, and interagency task forces, and as Oceans Law and Policy Adviser and Director of International Negotiations on the Joint Staff. He earned a Doctor of Juridical Science and a Master of Laws from University of Virginia School of Law and a Doctor of Jurisprudence from Indiana University Maurer School of Law in Bloomington as well as a Master of Arts in International Studies from The School of Politics & Economics, Claremont Graduate School.

Michael earned his bachelor's degree from Bowdoin College, where he majored in Russian, and his master’s degree from the University of Montana, where he studied international conservation and development.
